Strategic Planning  

    Strategic decisions involving the move to teams usually are made by three groups:  senior management, a steering committee, and a design team.  The role of senior management is to articulate the vision for the organization; decide whether teams should be the subject of further study; and provide the steering committee and design team with overall guidance for future investigation, design, and implementation of teams.  The steering committee takes the overall vision and direction provided by senior management and oversees the design effort.  The design team plans the implementation strategy and acts as the ongoing champion of the team process both during the difficult initial birth of teams and during their growth through adolescence to maturity (Wellins, Byham, & Wilson, 1991).
