Beginning January 31, 2014, the Foundations of Reading Test (FORT), a test of reading instruction knowledge and skills administered by the Evaluation Systems group of Pearson, is required for candidates applying for any elementary teacher licensure (grades K-5, EC, EC-MC, MC-EA), any special education teacher licensure, reading teacher licensure, and reading specialist licensure. 

The FORT test consists of 100 multiple-choice items that assess the three major areas of reading instruction, which include reading development, comprehension and assessment. 

There are also two open response essay items that require examinees to apply their knowledge and understanding of the reading process. 

A total of four hours are allowed for answering the multiple-choice items and writing the essays.

Passing Score Information

Initial Passing Score: 
Applicants who apply for Wisconsin Licensure on or after January 31, 2014, through August 31, 2014, are required to earn a passing score of 229.

Benchmark Passing Score:
Applicants who apply for a Wisconsin Licensure on or after September 1, 2014, are required to earn a passing score of 240.
