Part 1: The Belmont Report
In 1979, the National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research established a set of basic ethical principles for guiding the involvement of human subjects in research in The Belmont Report . Congress set up this commission after the exposure of the Syphilis Study and other cases of grossly unethical treatment of human subjects in research. The commission set out three basic principles:
- Respect for persons
- Beneficence
- Justice
